Rick Marsilio is a results-driven executive leader known for building high-performing organizations, scaling operations, and creating cultures that win. With more than two decades of leadership experience spanning human services, private-sector operations, and business development, Rick brings a rare blend of strategic vision, disciplined execution, and a people-first leadership philosophy.

Throughout his career, Rick has led complex, multi-state operations in highly regulated environments, consistently delivering sustainable growth while maintaining the highest standards of compliance and quality. As a senior executive in the human services sector, he has overseen comprehensive systems of care across residential, community-based, outpatient, educational, and crisis programs serving children, youth, families, and individuals with intellectual and developmental disabilities. His expertise includes P&L ownership, regulatory strategy, Medicaid and managed care contracting, policy development, and large-scale program expansion.

Most recently, Rick served as Vice President of Business Development and De Novo Growth at a national provider, where he played a key role in scaling the organization. He has led multi-state expansion efforts, developed and licensed new service lines, and built operational frameworks that supported both rapid growth and performance accountability. Known for his ability to align strategy with execution, Rick has successfully launched new markets, integrated acquisitions, and strengthened partnerships with state agencies, counties, and managed care organizations.

Rick has also served as a trusted advisor and fractional executive, stepping into interim CEO, COO, and Executive Director roles to stabilize operations, guide organizational transitions, and implement growth strategies. His work spans both mission-driven and for-profit organizations, with a focus on governance, compliance remediation, funding strategy, and long-term sustainability.

Rick’s leadership extends beyond the human service landscape. As a championship-level Football Coach, he has led professional arena teams to record-setting performance, including an undefeated championship season. His coaching experience reflects his core leadership philosophy: building disciplined systems, developing people relentlessly, and creating a culture where accountability and performance thrive.

Rick graduated from Towson University, where he played football. A Pennsylvania native, he is a devoted husband and proud father, rooted in a deep commitment to growth while emphasizing accountability.
