Merakey’s Transition to Independence Program (TIP) is helping young adults with disabilities reach a significant milestone by getting their driver’s licenses. Through targeted support and specialized instruction, TIP has already assisted five individuals in gaining licenses, with additional individuals currently working toward or preparing to begin the process.

For many young adults, a driver’s license represents independence. This is especially true in rural areas like Cambria County, PA where public transportation options are limited. Access to personal transportation allows participants to travel to work, attend medical appointments, and complete everyday tasks such as grocery shopping.

“This program helped me obtain my driver’s license, which has given me access to more job opportunities and the ability to transport myself to and from doctor appointments,” said Dylan, a TIP participant. “I’m very grateful the program provided funding for my driving instruction – I’m not sure I would have been able to get my license otherwise.”

The initiative is funded through a Merakey Foundation Children and Family Services Impact Grant. Participants work toward getting their learner’s permits before enrolling in Brant’s Driving School, which specializes in working with individuals with disabilities. The school designs their instruction to meet each learner’s unique needs, ensuring a supportive and adaptive learning environment.

Sara, another participant, shared her excitement about achieving independence. “Having my license will help me get back and forth from work, visit my boyfriend, and do things like getting groceries,” she said. Reflecting on the moment she earned her license, Sara added, “I was so happy and joyful – it made me want to jump and scream!”

The TIP model is a strengths-based, youth-driven, evidence-supported approach designed for individuals ages 14 to 29 with emotional or behavioral challenges. The model focuses on empowering young people to actively shape their futures through personalized planning and support.


Program goals include:

  • Engaging youth in planning their own futures
  • Providing developmentally appropriate, non-stigmatizing, and culturally competent supports
  • Involving families in the transition process


Transition facilitators work closely with participants to create person-centered goals across five core areas. Facilitators meet with participants for several hours each week, gradually reducing support as individuals achieve their goals and gain independence.

Merakey has offered TIP in Cambria County since April 2020. They continue to expand opportunities for young adults to build skills, confidence, and self-sufficiency in their daily lives.
